The Australian skipper has taken 309 Test scalps in 71 five-day games with an impressive average.
Australia's chair of selectors Bailey has declared that skipper Cummins will play a "major part" in this winter's Ashes series.
There were concerns that Cummins might sit out due to a persistent back stress problem that remained unresolved.
Earlier indications from team management suggested no definitive call had been made regarding whether he would play, with the extended contest scheduled to begin on November 21 in Perth.
The selector shared that his recovery is on track and was "optimistic" about the prospects of taking part.
"We know that the window is narrowing and there are permutations at play, not just his injury, but additional elements," he commented.
"The outlook is good. [We are] really confident that he'll participate in a major part. With luck starting in Perth. If not, we'll reassess."
He was sidelined the white-ball matches against both Asian and Trans-Tasman rivals recently after scans revealed a lower back issue.
He has a history of spinal problems, with recurrences in several earlier campaigns forcing him out of several home seasons in four years.
Cummins stated he would be bold in recovery efforts in his rehabilitation process to ensure his availability for the contest.
The selector indicated that there was no confirmation if the captain had resumed bowling as part of his rehabilitation but conceded it was "becoming urgent" for him to regain fitness for the first Test.
In case of absence, ex-skipper Smith will lead the side.
The talented all-rounder was withdrawn recently from the ODI lineup for their limited-overs matches against the Asian giants as a preventive step because of soreness in his side.
Bailey described it as a "minor" injury and stated that he'll feature in the state-level matches, so will be "in a good place to deliver overs."
"Considerable effort has gone into building out the plan for him to participate for the opening match as an all-rounder," Bailey explained.
"He was only going to play the first two ODIs regardless. The way he swings the cricket bat in white-ball cricket, even if it just sets him back for another day, the choice was made to adopt a safer strategy."
